Mike has been associated with our industry since 1987 as a community owner, and an active member of PMHA for the last 20 years, currently serving as Past President. He is a member of the Legislative and Community Committees. He is PMHA’s representative to the DEP’s Technical Assistance Committee for Small Water Systems in Pennsylvania and the Operator Certification Board Advisory Committee. In 2005, he was elected by the PMHA Board to serve on the National Manufactured Housing Federation and the Manufactured Housing Institute’s National Communities Council in Washington, DC. He has also served on an EPA committee to study the Total Coliform Rule.
In recognition of his efforts on our industry’s behalf, Mike received the PMHA President’s Award in 1999 and 2003. Mike is also a member of the Board of Trustees of the Solebury School, New Hope, PA, serving as a member of the Endowment Committee and a past member of the Carlisle YMCA Board of Directors. |

Scott is the President of Weisser Homes, Inc. He is the third generation of this family owned business. Scott started out in the business 25 years ago. After college, he worked as a setup man during the expansion of their family communities. He has worked in many capacities over the years including Sales Manager where he sold thousands of manufactured, modular and pre-owned homes.
In 2006, Scott and his brother Bill purchased the business from their parents and proudly took on the role of President and Vice-President respectively. Weisser Homes presently has two locations in PA employing 28 individuals. Both locations have a parts store and a retail center with eight homes on display. Scott is proud of the business’s success. They have received the “Fleetwood Homes Circle of Excellence Award” and “Skyline Homes Commitment of Excellence Designation”.
Weisser Homes is also a shareholder in the National Buyers Group. Scott is proud to carry on the innovative tradition of Weisser Homes and will continue to play an active part in the growth of the industry. |

Marcia L. Murray has been in the manufactured housing industry for over 29 years. She is owner of Astro Village Listing Service and the Accredited Community Manager for Astro Village and Astro Village North. The communities are located in Milton and have a combined total of 217 sites. Marcia has been on PMHA’s Board of Directors for the Central District (District 5) since 2004. She is a licensed insurance agent and Certified Appraiser. Marcia is a member of Lewisburg Sunrise Rotary and assists in many community service activities. |

Dale Yingst was born into the industry. His father, Jerry, owned Highspire Trailer Sales in Middletown and Dale started out dusting homes and unpacking furniture. His teenage summers were spent doing manual and setup work. After college, he and his brother Jed started working full time in the business. The business changed over the years paralleling that of the industry. The business name reflected those changes, starting as Highspire Trailer Sales, then Highspire Mobile Homes, finally Highspire Homes Inc. Dale is now president of the company as well as a partner, part owner, and investor in several manufactured housing communities, a management company, and community purchasing funds.

Mr. Fanelli has been an active member of the PMHA board for over three years serving the members of the Southwestern District. He also chairs the retailer committee, which concentrates on issues directly impacting the retail business. As chair of the committee, he helped to write Pennsylvania’s installation legislation to bring them into compliance with the MHIA 2000, which was successfully passed in November 2004. Also as chair of the retailer committee he works closely with fellow retailers, community owners, lenders, manufacturers and state regulators on industry issues such as zoning and code compliance, installation, transportation and product improvement.
He was instrumental in the development and implementation of the Manufactured Housing Resource Center (MHRC) at Penn College in Williamsport, Pennsylvania. The Center serves to elevate the status of the manufactured housing industry through the development of a sustainable educational program and resource center for those involved in the manufactured housing industry. He helped to develop their first educational program – an on-site completion course – which is the primary installation training program for the state and has been heralded as an excellent program from all levels of industry and government. A course that he and many of his employees have taken and successfully passed.
As a member of the Pennsylvania Manufactured Housing Political Action Committee (PMH PAC) he works closely not only with his local legislators, but legislators state-wide promoting the interests of the manufactured and modular housing industry. |

J. Tracy Kirby began his career in the factory build housing industry in 1989. His first position was with Commodore Homes of Indiana where he served for a couple of years as a Sales Coordinator and was moved into a Sales territory as well as assistant Sales Manager. This was followed by nearly two years at The Commodore Corporation corporate office as director of marketing. Tracy relocated his family to Pennsylvania in December of 1997 and assumed the role of Sales Manager for Colony Factory Crafted Homes.
Tracy is married to Joan, his wife of 20 years. They have two daughters, Kasey, 16 and Kaleigh, 12. Other interests include helping restore cars and golf. |

Jeffery C. Zimmerman is a graduate of Pine Grove Area High School and holds an Associate Degree of Drafting and Design from the Electronic Institute. He began his factory built housing career in 1984 as an assistant in the drafting department at Pine Grove Homes. He quickly rose through several positions in that department, becoming the Director of the engineering department in 1986.
In 1993, Mr. Zimmerman joined the sales department handling the PA, DE and Maryland territories for Pine Grove Homes. He became General Sales Manager in 2001 as continues today in that capacity.
Jeff is married to Beth, his wife of 25 years. They have a son, Jeffery C., Jr. and a daughter, Kelly. Besides his active interests in the factory built housing industry, Jeff enjoys travel, hunting and sporting events.

In 1984, Robert Chalk purchased all outstanding shares of stock in Dura-Bilt Products, Inc. In 1985, his son, Jeff, began his career at Dura-Bilt as a sales representative and later that year his brother Marty came on board in their bonding department then later as a sales representative as well. Jeff was promoted to national Sales Manager in 1988. In 1990, Jeff and Marty became minority stockholders and Jeff was promoted to Vice-President in which his primary responsibility was to maintain the sales representatives and office administration. In 2005, Jeff and Marty became co-owners of the company at which time Jeff was named Executive Vice-President. Jeff is currently responsible for managing the Sales representatives as well as the inside sales office.
Dura-Bilt became a member of PMHA in 1960. Jeff has been involved in the manufactured housing industry since the start of his career. He has a tremendous love for affordable housing, construction and development. Jeff would like nothing more than to put his 23 years of experience to work as a member of the PMHA board of Directors. Jeff is an avid outdoorsman that enjoys horticulture. He is married with four children. |

Jim has been in the industry for over 40 years. He is a partner in Star Homes, a successful retail sales center in Erie, PA as well as two land lease communities. Jim has been active in the PMHA since the early 70’s, serving as northwestern district director, president and show chairman as well as past president of the Erie Mobile Home Association. In recognition of his service to the industry and board he was named as an honorary member of the board in 2006 and received the Golden Eagle award in 2009.
